users permissions not working

I need help with WordPress 2.8.4 user permissions.
I need to create users permissions for individuals to update their portion of the website.

I tried a coulple different plugins but they do not “stick”. It allows for me to assign pages etc, but, when you “save” it disappears.

the plugins are:
user permissions and
users only

I want to turn a few websites “loose” to allow them to update themselves, but, am stuck at this point. forums have not been helpful.
