Can’t submit plugin

Nothing happens when I submit a new plugin at https://www.ads-software.com/extend/plugins/add/

When my friend submits a plugin, the name and description of the plugin shows at the top of the page with his user name.

I’ve tried two different plugins. Any suggestions?
