Cannot Create New Ticket on WooCommerace.com

WTF? I go to WooCommerace.com, login, go to *Open a Support Request* page (https://woocommerce.com/my-account/create-a-ticket/) and there are three options for support, with NO *Start New Ticket* options. So on that page I click on *View Previous Ticket Submissions*, and all of my old tickets are closed so that page has a button, “Open A New Ticket* (https://woocommerce.com/my-account/tickets/) and I click on it and it takes me right back to *Open a Support Request* page? HOW DO I START A NEW TICKET???

Right below the Previous Ticket Submissions button, there’s a form for Support Requests that starts off like this:
