remove ability to add new terms to custom taxonomy

Is there a way to remove the ability to create new terms in a custom taxonomy?

i.e.: Custom taxonomies function like tags. I want one to function somewhat like a category, in that the Author role can only pick which existing categories to use, and not create new ones.
