I think your issues will be resolved once you set up correct image sizes in WordPress settings. Please see https://webmandesign.github.io/docs/receptar/#tips for more info. Also, don’t forget to Force Regenerate Thumbnails plugin to resize already uploaded images, just like mentioned in theme docs.

You can also force the header image fullwidth with custom CSS if required:

.site-banner-media img {
	width: 100%;
}
