I have same problem, I use nginx for local developmenton ubuntu. I fix this issue by add line on /etc/nginx/sites-enabled/default

location / {
try_files $uri $uri/ /index.php?q=$uri&$args;
}

location /wp-admin {
try_files $uri $uri/ /wp-admin/admin-ajax.php?$args;
}
