Quantity based packages?

Hello, for a shop selling bulk quantities in increments (eg. case of 250, case of 500, case of 1000), I have some products that are shipped in a max quantity of 500. Therefore if I need to offer 1000 units, the buyer must order 2 cases of 500. My current UPS live rates plugin will only produce a rate for sum total of variants. So what is the potential for extending your plugin to flag a particular variant as “ships individually” so that a separate package is created per quantity ordered?
