Custom templates assigned but not applied.

I’ve been using WordPress for a while now and I have made a dozen custom themes. However, for some reason on this new site no matter the custom template I use for a page it will apply whatever page is being applied to the home page. Even if the home page is using a custom theme itself. No matter what I upload and successfully assign it applies the home page theme.
