I have a theme that requires Gutenberg. Is there a way for the theme to turn off Disable Gutenberg when activated?

I’m not sure if your theme can do it, best advice is to ask your theme provider, who will know best about what the theme can or cannot do. Or if you have any questions about the DG plugin, let me know.

We have a multisite installation with the Disable Gutenberg plugin installed and activated on the network. When a new site is added, the Disable Gutenberg plugin’s options are enabled by default. I have a theme that requires the Gutenberg editor in order to function correctly. (I’m the theme developer.)

I’m asking if there is a way for the theme to tell the plugin that its options should be disabled when that theme is active.

It’s not a built-in feature of the plugin, but may be possible to do with some custom code. You would need to create a basic plugin that checks the theme template and whether or not the DG plugin is enabled, then go from there to disable or enable as needed.
