Prevent videos from being uploaded

You can do this via a few lines of code, either in a simple plugin or in the functions.php file of your theme (prefereable, in a child theme).

This is exactly the piece of code that I had already tried. I put it in the functions.php file of my child theme, replaced pdf with mp4, but when I uploaded an mp4 file the video was added to the media library as normal.

Test that that code is actually being executed. Quick test — throw wp_die('hello 123'); as its first line.

That worked. It showed hello 123 on the site.

OK, so that’s the thing. I’m not sure why the code itself isn’t working. Try addinga priority to the add_filter so it’s the last one added.
