Can’t log in from any computer but mine?

I am having an log in issue and I’ve exhausted every possible fix I can find on the forums and elsewhere, so I am coming to the crowd sourcing masses for relief.
I have a self hosted site at https://unboundideas.com/ that I’ve created and have managed for about a year now. In addition to me, I have one other admin user who does a lot of postings.
I upgraded to 2.8.4 several weeks ago and updated my theme recently, but everything was working fine after that until today.
As of today, the other site admin user is unable to log into his account. But I can still log in just fine to my own account and into his and others too. Here are the things I tried at the outset:
1. Changed his password.
2. Created a new admin account for him.
3. Gave him my log in info to try.
4. Had him clear his cache.
5. Had him login using a different browser.
6. had him login using his wife’s computer.Then I had someone else in a different location to to log on to an account I just created for him. That didn’t work.
The log in page they all see is different than the normal one that is centered under the WordPress logo. Instead, it’s justified to the left with no logo and doesn’t have the brown/grey bar at the top. When they try to log on they get a file not found error page. I get the same page when I try to login through my iphone. But yet, on my desktop everything is perfect and as it always has been???
I have also:
7. deleted all the plugins.
8. renamed the plugin folder via FTP and created a new empty plug folder.
9. And I’ve copied over all new core files except for the main config file.Short of blowing up the whole installation, I don’t know what else to do. I can’t even begin to think of a reason why everything would still be fine for me if it isn’t for everyone else.
Help me, Obi-Wordpress; you’re my only hope…
