For events visible to external users and no one can submit the event then you have to add events from admin side, please have look this.

I already know how to list the events on the page. It still is not visible to non-users. That is the problem. Your links did not show me how to solve this issue.

If you want to list the events for non-logged in user then you can use events shortcode
https://wp-eventmanager.com/documentation/the-event-listings/

In case if you are using any content restriction plugin might not allowing you to show this shortcode without login. If you don’t have any content restriction then it should list the events same like our demo here https://demo.wp-eventmanager.com/

There is no any restriction on event listing page or shortcode.
