can’t access admin panel to change theme on xampp

i seem to have lost ability to log into admin panel on my theme. how can i resolve thsi problem. i have tried to delete the theme from explorer and hope that the default would take over but that didn’t work. i hope some one can help. thank you if you can. i may have deleted some of the sidebar links. oops.
