Upgrade Network times out

    Testing out a new WP install, if I try the Upgrade Network button, which should just report everything is up-to-date, it instead times out after 10 seconds:

    "cURL error 28: Connection timed out after 10000 milliseconds" claiming that it can't contact itself.

    The problem occurs across multiple browsers.

    I can’t try the WP Healthcheck plugin because WP reports,
    The plugin does not have a valid header

    The cause of the first problem was that I had the wrong IP assigned to the computer in /etc/hosts.
