Wrong subtotal when changing shipping method

I have an option for “Local Pickup” (free) and “Flat Rate” (4.95). When I load the checkout page, “Flat Rate” is selected by default and the subtotal is correct. However, when I select “Local Pickup” the page does it minor refresh indicator but the subtotal charge doesn’t change. When I switch to flat again, the price is updated to local; So I’m always on the other one from there. If I submit the charge, it’s charged correctly, this is just a UI/UX issue.

I found this issue only happens when I have the discount plugin enabled. I do not have any discounts setup currently.
