Maximum Products per User not work

I use Booster on WooCommerce 4.8, woocommerce 3.9.2.

And set [Maximum Products per User] in the limited number of each product 1.

I purchased the product and changed the order status to complete, but I can still purchase the product again.

Please help me, thank you.
