Always allow BOGO items in conjunction with any other coupon

There doesn’t appear to be away to ALWAYS allow a BOGO item, even if other coupons are applied.

For example, I want to be able to combine a 20% off coupon with a BOGO offer even if the 20% off coupon is individual use only or excludes sale items. There needs to be an option so BOGO deals always apply. Furthermore, when applying other coupons, BOGO deals are removed from cart without notice.

This confuses customers on a daily basis and is a headache to deal with.
