Shipping zones by City insted on Pin codes/Postal codes

    I am setting up my store in woo-commerce. But the problem is I am providing my service to only one city right now.
    When I use limit shipping by postcode I will have to enter 200 pin codes for one city, again when I add next city 100+ pin codes.
    So for setting up 5 cities I will have to enter around 700-1000 Pin codes.

    Instead I want a way where I can limit my service by city.
    I tried different plugins but I am not getting the solution,
    Please help
