Build an additional site?

First: I have searched WP data from articles, forums, etc and can’t find the right answer. Spent about 3 hours doing that. I hope this will be easier, as the answer is probably right under my nose.

I have finished a WP.ORG site and now it’s in the care-taking mode. I have another niche picked out and would like to build another WP.ORG site (note: not WP.com…because of plug-in issues) Is there a way to just start building a new site?
