Garbled text when compression is enabled

When using WP Super Cache with the compression enabled in the advanced settings, I get garbled text for any UTF-8 Hebrew characters. All the other characters in the page aren’t garbled.
For example, the page HTML contains:
<meta property=”og:title” content=”?????“???× | ???×?’?¨ 22 ??? ?????? ???‘?¢??? ???× ?‘???—?“?€?” />
While it should contain:
<meta property=”og:title” content=”????? | ???? 22 ????? ??????? ?????” />Our other sites that are hosted on the same server don’t suffer from the same problem ( enabling compression works fine with them). But when I copied the whole site, files and database to a sub domain on the same server, the problem remained on the new site.
The problem doesn’t seem to happen on FireFox, but it happens on Chrome and Brave.
