Row layout editing works for only one column

I’m trying to convert a table to columns using the Kadence row layout (please let me know if this isn’t the best way to do it).
I’ve had this problem before with my other website- I create a three column format but only one of the three columns gives me the edit menu and allows more than one paragraph in a block. When I paste, even if I have lots of empty space, it puts every paragraph into a different block.
What I’m trying to do is to have a clickable image, then below that clickable text. Then another clickable image and more clickable text.

It’s now a table so it doesn’t work well on cell phones. I’d like it to be in a format where if it’s viewed on a phone the columns collapse to become one long column so viewers don’t have to scroll sideways.

Any idea what’s going wrong?
