Theoretically what you’re talking about is definitely possible.
The plugin doesn’t follow a standard protocol for data exchange: SSO is achievable (this is the core concept behind the “Login” and “Logout” user actions, actually), but it doesn’t rely on SAML or OAuth.
The other system would have to comply with the data structures and endpoints used by WP Remote Users Sync.
What this means concretely is a lot of code study of WP Remote Users Sync and development for your other platform on your part.
