Allow members to upload

Well, I have a website, where you can upload funny pictures and videos.

So far, it’s been doing great, but I have a question.
How can I allow normal members to upload a picture, so they don’t have to use photobucked an stuff like that.
Currently their level is allowed to post, but must be approved by an editor or admin.

Or, a better thing would be a plugin, that would use like a page, where they could quickly upload a picture, and add a title and some text [ :
