wpmu 2.8.6 Why can’t users manage themes or tools?

new install.
Users do not appear to be admin of their own blog. There is no way for me to let them change their theme.
They should also be able to import and export their blogs under tools.
Right now, the user DOES seem to have the right to enable Turbo WP which I DON’T want them to do.There *is* a place in the UI where I can edit the user and fix the theme problem, and to change their email address for instance, but this does not seem to be being written to the DB(or so). When I hit the update button, the allowed themes line just disappears. when I then log in as the user, even though the email on the admin side of the edit was changed, it remained the same (old) in the account and the “appearance” menu does not show at all.
I tried having the user be in administrator role, with the result that they can change the theme on the main site blog, but cannot change it on their own blog… what’s up with this?
