Charge listing fee based on region/taxonomy

    I’d like to encourage local sales, so would make local listings free, and wider regions paid. Each user would have a home-region that they can specify by taxonomy or similar, and if they choose to have their listings in all regions, there would be a listing fee.

    Is this possible?
