Shipping based on conditions

    Is there a plugin that select the type of shipping based on the cost in % of a total order cost?

    I want to make shipping based on conditions like this:

    1. If customer order gold then it will select shipping without VAT
    2. If customer order gold and silver then shipping will include VAT if the value of the silver is over 50% of the total order sum. If the value of silver is less than 50% of order sum then shipping will exclude VAT
    3. If customer order only silver then shipping will include VAT

    Or do I need developer?
