Enable Rating and download links on specific albums only

Is there any way to enable the rating system on specific albums rather than system wide, and the same for downloads.
I am looking to create an album for a specific user which requires a rating system and the ability to show the top ten just for that album. I also need to provide download links on another album but not any others.
