Hi there,

If you’re using WooCommerce’s built in Coupons, and in the General tab your Discount type : Percentage Discount and Coupon amount : 10, by default it applies to your whole cart, regardless of how many items and quantities of those items.

You can change the default behavior with the settings in the other 2 tabs, so double-check that you have no restrictions under either Usage Restrictions, and especially Usage Limits (where you’ll see Limit usage to X items, which could be the cause of your issue).
