Shortcode don’t work in widget

    I put shortcode [emefs_submit_event_form] into text widget by

      add_filter(‘widget_text’, ‘do_shortcode’);

    But this shortcode [emefs_submit_event_form] don’t work in widget.
    Does this shortcode only work on the page?
