Notify Other Users of Drafts?

I am maintaining a site where some posts contain information that our PR folks will have to see before publication.
Here’s what I’m looking for:

1. A user writes a post without publishing it.
2. Another user receives an email, prompting him to view the post. After this, the post can be published.

Is there some practical way to do this in WordPress, or, is there a plugin that allows us to do this?
