Elementor templates not working

On page preview when logged into wordpress, everything is fine even in the editor. But when I open a private browser or go into another browser (so im not logged in) all templates (popups, headers, footers) dont work correctly.

I have elementor pro.

I have tried disabling all plugins so its not a plugin conflict. i am using cloudflare but i have also tried disabling that which also doesn’t help.

any help would be greatly appreciated. thanks ??
