Customizing account form

Hello,

I would like to know if it possible to customize the account form? I have done an extensive amount of research and found little to no results.

I have tried to replicate the default account form by creating my own custom form, but I am unsure of how to create the menu in the following link below.

I simply would like to add custom fields to the current account form while also being able to translate it into a different language.

I was hoping to find some guidance from anyone familiar with the topic.
