Wouldn’t they most likely just recommend their extension that’s $79 a year that does this sort of thing? That’s my only concern

well, of course it can be done by coding, but they’re best positioned to tell you how or, at least, point you to the right section of the documentation.

And one assumes that your client is making enough money to cover a $79 plugin, if that’s the only option. If not, then the whole business should be reconsidered.

Anyhow, also search on https://www.google.com/search?q=woocommerce+plugin+restrict+purchase+by+location. I see at least one free plugin, This one works on countries, but you could fork it to work on states instead.

I changed “location” to “state” on that search and found https://docs.woocommerce.com/document/woocommerce-conditional-shipping-and-payments/

OK I’m working with the Countries Restrictions Plugin and I’m curious about how you were able to change the location to states?

I didn’t say I did. I’m saying you could look at how that plugin works and maybe make it work for states.
