Is WordPress Appropriate for a Small Town Website?

I maintain the website of the small town that I live in as a volunteer. Currently it is about 10 years old, all HTML, and due for an overhaul. I’ve used WordPress for other blogs and/or simple sites, like it, and am familiar with it. I would like to use WordPress for the town website, but I have questions as to if WordPress can do what I need it to.
The front page would function much like a normal blog – there would be a fixed/sticky announcement, and a space for news, notices, etc. There would also be a number of static pages that don’t change much i.e. – a page for each town office, as well as things like dog regulations, garbage pickup, etc. I would also need to have a place and means to create links to PDFs or other files that I would upload periodically. The last feature that is required is a calendar – this could be a WordPress plugin, or it could be a link to or integration with a Google calendar.
Can WordPress do all of this? I’ve looked at Drupal and other CMS, and haven’t been thrilled with any of them.
