Manual order not working

Manual Woocommerce orders are not working when a user tries to pay via PayPal.
The user gets to PayPal but on return to the site, the error is:
Oops ! Your Cart is EmptyThis is the initial payment URL – https://bigdoggolfco.com/checkout/order-pay/542/?pay_for_order=true&key=wc_order_ELZsDq1gmWmEQ
And this is the URL the user is returned to after payment – https://bigdoggolfco.com/wc-api/Eh_PayPal_Express_Payment/?c=express_details&p=https://bigdoggolfco.com/checkout/&token=EC-6E813467BY9708305&PayerID=4RNV55PCNTSHU
The payment does not go through.
