possible to move site from development folder to “sharp” site

    Hi,
    I am working on a site which I have placed in a development folder on the server where it will be published later on.
    I have two questions,
    first, is there a way of simply moving the entire site over to the public folder and not having to rewrite every single address to background-pictures etc?
    If not, how do I make a temporary index-page while working on the site in its public folder?
    I am working with WP 2.9.1 and with the Atahualpa theme 3.4.4.Hope someone can answer! ??
