Flexible Coupons for Woocommerce create the WooCommerce coupon, which by default, does not work on the shipping amount.

You may either add free shipping and edit the coupon/ gift card and select this checkbox for free shipping: https://wpdesk.me/tb/0pZiP3ASoh.png

I have also added an idea to allow setting this at the coupon-product edit page level.

Or you may use a plugin or a hook to alter the default way WooCommerce works with discounts/ coupons. So that the coupon will work also for the shipping.

Probably, you may also try to use of of our plugins to set shipping rates:
Table Rate for WooCommerce by Flexible Shipping in free and PRO version that you may check in the demo environment.

I wanted to inform you that the 1.2.0 version of the plugin is ready.
You may now use the “allow free shipping” option for a coupon at the coupon-product edit page level.
