Matomo configuration with non anonymised IP allows cookies without consent.

Hello and thank you for the excellent plugin.
I have read the documentation and read other support threads like this one but haven’t been able to make this work in my website.
My issue is this: Even though I anonymise the user’s IP addresses in Matomo, I want to allow the Matomo cookie only after the user has provided consent for statistics.
The steps I followed to achieve this are:
I have the Matomo plugin installed. In the Matomo plugin I have disabled the tracking code. In the Matono dashboard settings I have set Anonymise visitors’ IP addresses to “Yes”.In the Complianz wizard, in Cookies -> Statistics I’ve selected “Yes, with Matomo” and in “Do you anonymize IP addresses in Matomo?” I’ve selected “No”.
Expected result: When I visit the website and look at the cookies stored before I give consent to statistics in the Complianz cookie banner I shouldn’t see any Matomo cookies.
Actual result: When I visit the website (logged out and in an incognito window), I see that the Matomo cookies (pk_id and pk_ses) are stored before I give any consent in the Complianz cookie banner.
