Actually the plugin only adds a few lines of code to your pages. Nothing that can slow a site down. It sounds like you are trying to leave a review for the Google Analytics service itself, which of course is handled by Google, not the GA plugin.
on page speed insights it says THE cache is set too low and has java script issues.
This plugin has absolutely nothing to do with anything cache related. The few lines of JavaScript code that it adds to your site is 100% according to Google specifications. Normally the code is perfect and without error.
If you have problems with the Google Analytics service (like for slowness or whatever), please post or review over at Google. The forum here at www.ads-software.com is for the plugin. Which again is very lightweight and never slows down your site.
I hope this makes sense. To summarize: the plugin that you trashed with a 1-star review does not affect site performance in any significant way. Hopefully you will consider this and update your review accordingly.
