My knowledge of Product Vendors is small, but I think the answer is – not by itself. From what I can tell, Product Vendors allows vendors to create products, but creating a product is not the same as creatinga course. A user in Sensei has to have the ‘teacher’ user role in order to do so.
It may be possible to set up a custom user role that allows both course creation and product creation via Product Vendors.
Since it looks like you got a reply via email, I will post it here for posterity and close the ticket.
There may be nuances around what sort of access you want to provide to your vendors, or how vendor courses are displayed given the desired setup. At a very basic level, however, you would be able to register each vendor as a user on the WordPress site hosting your Sensei installation.They would then be able to log into the WordPress site and create/publish courses within Sensei autonomously.
