    i want when the user choose from dropdown field like the administration
    and submit the mail goes to that administration if he choose another one the email sent to that one
    please help how to do it

    You can accomplish this using the conditional logic add-on. You can create a hidden field in the form and have the conditional logic add-on change the value of this field based on the selection by the user. This hidden field could then be used in the email action To: field.
