Extra fee not showing after switching payment methods

The extra fee is added to order total at checkout page for COD method.

However, when the customer selects to pay by credit card and transaction fails, customer is redirected to page checkout/order-pay/24441/?pay_for_order=true&key=wc_order_
where he can switch payment method to ‘Cash on Delivery’. Switching to cash on delivery method, the extra fee is not added to order’s total in that case.

Can the extra fee be added for the case mentioned above?
