customize cart page

Hi There-

On my cart page, there is an order review section and a “proceed to checkout” button section.
Now I want to add a section that can provide two options for customers to choose between the above two sections.

Option 1 text: I have my own courier account.
If option 1 is chosen, then customers need to enter what express company(DHL/UPS/FedEx or something else) and also the courier account number.
Also, we don’t need to charge my customers any cost because I am doing B2B and customers are requested physical swatches that are free. Therefore, on the subsequent checkout page, the payment access should be closed.

option 2 text: I don’t have a courier account
If option 2 is chosen, then there should be a country option for further choosing, customers then will need to choose which country they want to deliver to. After that, my web system would calculate how much the shipping cost is for customers to proceed. In this situation, customers need to pay me the shipping cost, therefore, on the subsequent checkout page, the payment access should be opened.

Their cart page(checkout/step 1) is the result I am looking for, but just add the above option 1 base on that.

How to achieve this?
