adding a page that shows blog posts of a certain category

Is there a way builtin to wordpress (before I start cracking open some code) or via a plugin to make a page, which displays all the blogs of a certain category?

For example, I have a bunch of posts categorized as ‘news’ and ‘howto’ and when the user clicks on the Howto page, it will show only the blog posts that have the ‘howto’ category assigned.
