wp_utz_input_offset returns wrong value

    The admin bar shows my local/website times as expected:

    Local: 15:26 GMT-3, Site: 18:26 GMT

    However, wp_utz_input_offset(”, ‘H:i’) returns 21:26.

    Why does this function not return 15:26?
