How to use Hooks in elementor to target a specific place

Hello, using WooCommerce Conditional Content plugin there is a need to use Action Hooks in order to insert Content Blocks either before or after them (after product title for example). How to target elementor widgets with Hooks so that I can insert content this way?

Kind of like inserting a shortcode in a specific place, but shortcodes are not available in this case. They pointed me to you so you can provide an answer about how users can use hooks insert content in specific places on the website.
