Which total is this checking against?

EDIT: I discovered the actions of this plugin conflicts with another checkout plugin. Disabling it allows yours to function as I need it. Thanks!

I need to trigger the removal of billing fields when customer applies a coupon that reduces cart subtotal to a 0.00 total. This plugin does not appear to be checking the after discount total…?
