Admin bar at top (when looking at site) flickering

  • Anywhere I can see my WordPress admin bar (at top of pages when you’re logged in as admin viewing your site), whenever I hover over various options in the menu (Edit Page, or +New, for example) they flicker out, see gif example

    Any ideas how to fix this?

    This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.

    That didn’t seem to fix it — tried disabling all the plugins and it has been consistent across themes.
