Core translate files

    May I know why you need WordPress core translate files?

    translation system is using GNU gettext compatible .mo files (.po files are supplied for reference)
    JS is localized with .json files

    You can find all those files in /wp-content/languages/

    MO is actually binary format. Also if you are planning to change some text for your WP installation, i suggest to use this plugin to replace translations with own text:
