site wide change of characters, edits not appearing

  • I have a site in which all the posts now show ? instead of quotes. This is even on previous posts that had been fine originally. Also, I tried to update a widget (change the title). In the admin it shows the change, but the change isn’t showing up on the site. Any ideas on what’s going on???

    I found posts about the utf8 but that didn’t work.

    Why are all posts (even previous ones) getting ? characters all of a sudden? The content isn’t copy and pasted. And why won’t the side bar update from what is in the admin? Anyone??? Help!!
